Sorry to reply to my own post, but I have an update.
It seems the reason those sounds came out as a broken
record was because for whatever reason aplay is
unable to determine the proper playback speed for
some .wav files.  By calling `aplay -s #### <file>` I
was able to get the sound to work.  For other files it
worked fine.  My current status seems to be that CD
audio works, and whatever form of playback aplay uses
(I'm trekking through aplay's source to figure this
out now) seems to work.  However, I still cannot get
/dev/dsp programs to work, such as xgalaga and wmsound.

Also, how do I get midi working?  I never got this to
work, even when my machine was working before with
kernel 2.0.35 and an older version of ALSA.
