What exactly does alsactl do ?

Has anyone else here experienced difficulties with the pre9 version of
ALSA ? Every time I run 'alsasound' I get an error message saying that the
program can't find 'alsactl'. Anyone ?

I recompiled the libs and I still get the same message.
