I did this using cd-paranoia and bladeend
the content is mostly used for samples and for rare music files on
www.orientaltunes.com. Most MP3 files are 160kbps.

I use mp3studio, which is a tk app for providing a gui to sox,
cdparanoia, l3dec, bladenc etc..
