If you have a relatively cheap generic card it could be that the chip has
support for an extra input device, but that the card manufacturers decided
to save a few cents and not put the jack on the card.  The software sees
the extra mixer channel on the chip, but can't tell that nothing is connected
to it.

Just a guess.
