Probably.

In general, web sites/HOWTO's won't change as rapidly as the the source they
describe.  Installation instructions in the INSTALL file are easier to
maintain.  As a general rule, users should read the installation instructions
before looking for help on the web or HOWTO's.  This is true for all packages,
not just ALSA.
