I don't either, but my personal opinion is that it's better to keep the lists
open.

In the past, spam comes only once a month or so.  It's bad, but I think
rejecting valid messages is worse.  I would keep the list open and only
black out people who actually spam the list.  This prevents repeat offenders
from spamming but doesn't prevent innocent messages.

If you feel this isn't strong enough, the best I can suggest is to use
MAPS (Mail Abuse Protection System).  Debian uses MAPS to protect its mailing
lists.  It's a dynamic blackout list which tracks all known spammers.
