Wouldn't postscript be the best format for printable documentation?  It
doesn't require any binary-only programs to view or print (Acrobat
reader), and is the full version of what pdf was bastardized from.
Besides, for those with postscript printers, you can just print the file
straight, no interpetive programs needed. :-)
