This is maybe a little bit of topic, but some time ago I wrote a smpte 
encoder/decoder, that converts an incoming audio smpte signal (variable 
speed) into smpte time code data and vice versa (with full duplex it could 
even be used to regenerate). At that point my time got consumed by other 
things, so I didn't get to writing the midi output I had planned for it, so 
I did not really check how the link with midi sync can be done with ALSA 
nor OSS. Any suggestions?

Mainly it could be used to sync a midi sequencer to an multitrack analog 
audio / video, without having to buy (expensive) smpte encoding/decoding 
hardware.
