http://accuratetime.com/smpte-.htm has some links to timecode-type stuff. 
 Try also:

http://www.harmony-central.com/ - poke around in here, there's a lot of 
interesting stuff
http://www.hut.fi/Misc/Electronics/ - this is a big page of 
electronics-related links, he has sections on audio, MIDI, and DSP which 
you might find interesting to look at.

Of course you could also go to http://www.smpte.org/ but they'll probably 
want to sell you something, instead of giving you a spec :(

For info on MTC, take a look at 
http://www.isvr.soton.ac.uk/ftp/midi/doc/miditime.  This is where I 
learned about MTC.  It's the raw spec proposal though and assumes some 
knowledge of SMPTE timecode.
