Yes, I think that 3D sound API can be placed to ALSA.

Can you write to us what you require from hardware abstraction layer for
3D sound feature? I think that 3D interface can use PCM interface and
sequencer, isn't it true? Thus full code for 3D routines should go to ALSA
C library.

Note: I'm not familiar with 3D hardware, but I think that 3D hardware
contains only usual synthesizer which places voice to right position in
3D space (left/right/front/back). You can produce same effect over PCM if
you have got soundcard with two line-outs for four loudspeakers (like
AudioPCI soundcards).
